SUPPORTING ARTICLE 1: What Information Should You Collect Before Writing HVAC RAMS?

The quality of an HVAC RAMS is often decided before anybody opens the template. If the author has only a quotation, a customer address and a brief description such as “replace rooftop condenser”, the missing detail does not disappear. It is usually replaced by assumptions, vague wording or a last-minute email chase when the client reviews the document.

A useful pre-start process collects enough information to describe the real work, shows what is still unknown and makes clear which points must be resolved before a particular stage can begin. It should not ask fifty questions simply because a form can hold them. It should ask the questions that change the hazards, controls, people, permissions or safe sequence for that HVAC job.

 

What is the minimum information needed for HVAC RAMS?

 

Before writing the final RAMS, the contractor should understand the scope and equipment, the site and people affected, the access and movement route, the isolation and permit arrangements, the substances and technical activities involved, and any work by other contractors that could change the plan. When one of those areas is unresolved, the RAMS should show the dependency and its owner instead of hiding it behind a general control.

The exact depth will depend on the job. A filter change at accessible plant is not planned in the same way as a crane-assisted rooftop replacement, but both need a clear boundary between confirmed information, outstanding questions and assumptions that must be checked on arrival.

 

0Start with the actual scope, not the name of the job

 

“Air-conditioning installation” is a category, not a method. Record what is being installed, removed, serviced or altered; where the equipment sits; which systems it connects to; what is included in the contractor’s work; and what another party will provide.

For a replacement, capture the existing and proposed unit details, approximate weights and dimensions, refrigerant information, electrical supplies, pipework interfaces, controls, condensate arrangements and the intended approach to recovery, removal and disposal. Where information is not available, name the person responsible for obtaining it and the point by which it is needed.

This prevents a common problem where the RAMS looks complete but relies on a technical assumption that has never been confirmed, such as the old unit weight, the available supply, the route for moving the replacement or the location of an isolation. An apparently small assumption can alter several later stages once the engineers, lifting equipment and replacement unit are already committed.

 

Understand the customer site as it will operate during the work

 

The same task can create a different risk in an empty plantroom, an occupied office, a school, a healthcare setting or a live manufacturing area. Record who will be present, which spaces must remain operational, how access will be controlled, whether the public could enter the work area and what restrictions apply to noise, dust, hot work, shutdowns or deliveries.

Where the project involves construction work, HSE advises contractors to plan, manage and monitor their work, consider people who may be affected and coordinate with others on multi-contractor projects. The pre-start questions should therefore cover not only the HVAC team but also the client, occupants, visitors and nearby trades. HSE: contractors’ roles and responsibilities

Ask who controls the site, who provides the induction, who can approve changes and who should be contacted if the actual conditions differ from the survey. Those names and roles are operational information, not administrative decoration.

 

Record the access and movement route from delivery to final position

 

An HVAC method can be technically correct and still fail because the unit cannot be moved through the route assumed. The survey should follow the equipment from delivery point to installation position and consider vehicle access, unloading, storage, doors, corridors, stairs, lifts, floor loading, roof hatches, edge protection, fragile surfaces and the equipment needed for each movement.

For rooftop plant, confirm how people and materials will reach the work area, what safe working area is available, how fragile surfaces and edges are controlled, and what rescue arrangements apply. If lifting equipment will be used, obtain enough information for the competent person planning the lift. Unit weight, dimensions, centre of gravity where relevant, lifting points, radius, ground or support conditions, exclusion, access, obstructions and nearby activity can all affect the method. Do not turn the RAMS author into a lift planner; make the interface and hold point clear.

 

Confirm isolations, permits and who controls them

 

“Isolate before work” is not a complete arrangement. Identify the electrical, mechanical, hydraulic, pneumatic, pressure or other energy sources involved, who controls them, where isolation will occur, how it will be secured and verified, and when testing or re-energisation will be authorised.

HSE guidance states that equipment and installations should be prepared for work by isolating and releasing energy sources, with isolation secured so that energy cannot be inadvertently reintroduced. The RAMS should describe the agreed arrangement, while the authorised and competent people remain responsible for applying it. HSE: work on electrical equipment, machinery or installations

Also establish which permits or site authorisations may be required. These might include hot work, roof access, electrical or mechanical isolation, confined-space access or fire-system impairment, depending on the site and task. The RAMS and permit can support one another, but one does not automatically replace the other.

 

Capture substances, refrigerant activity and competence

 

List the refrigerants, gases, chemicals, cleaning products, oils and other substances that will be used, recovered or disturbed. Confirm that the relevant safety information and controls are available and that storage, movement, ventilation, spill or leak response and waste arrangements match the site.

For work on equipment containing F gas, individual qualifications are required for specified activities including installation, servicing, maintenance, leak checking, recovery and decommissioning. The pre-start process should identify the activity and confirm that the assigned person holds the appropriate qualification rather than treating “engineer” as sufficient evidence on its own. Competence should also be checked for the work actually assigned, including lifting roles, access equipment, electrical activity, pressure testing or other specialist tasks where applicable. The record should make clear which evidence supports which activity rather than treating one general training record as proof for every task.

 

Look for interfaces that regularly cause late changes

 

Some of the most disruptive gaps sit between the contractor and the customer. Before finalising the RAMS, ask whether asbestos information is needed before drilling or disturbing the building fabric, whether structural or roof information is available, whether the client can provide the planned shutdown, whether the fire alarm needs to be isolated during hot work, and whether another contractor will occupy the route or work area.

HSE’s construction planning guidance recommends discussing methods, access, equipment, facilities, risks to others, plant, deliveries, storage and emergency arrangements. Those are useful categories for an HVAC pre-start review because they expose the conditions the contractor cannot control alone. HSE: planning for construction work

An unresolved dependency should become a visible hold point. For example, the RAMS can state that lifting will not begin until the competent lift plan is accepted, the exclusion is available and the supervisor confirms that the site matches the agreed arrangement. That is more credible than writing as though the information already exists.

Use a readiness table before the RAMS enters approval

Confirm what is ready, identify what is still outstanding and make clear whether missing information stops the whole approval or only a specific stage of work.

The final column is important. Not every outstanding document prevents the whole RAMS from being drafted, but the business should know whether the missing item blocks approval, blocks mobilisation or blocks only one later stage. This helps the contract manager plan honestly without allowing an unresolved control to disappear into the document.

 

Turn the information into a controlled job record

 

Once collected, the information should stay with the RAMS rather than being scattered again.
